Slow "Applying Computer Settings"

After having spent about two hours, I finally figured out the sole service responsible for the state "Applying Computer Settings..." staying on the screen for 2 minutes rather than 2 seconds. It's Application Management, AppMgmt. The delay occurs when this service is configured with Manual startup, which is the default in XP. Configuring it as Automatic startup changes 2 minutes to 3-4 seconds.
